Your telegram No. 93 of the 27th instant.

Is difficulty with regard to site at Antung (see your despatch No. 47) covered by arrangement, or has it been settled in some other manner? If matter is still unsettled, you should urge early establishment of custom-house there, and we will make representations to the Japanese Government if necessary.
We are instructing Sir A. Nicolson to represent to Russian Government importance attached by His Majesty's Government to the opening of custom-houses on northern frontier; you should, however, press for speedy Agreement if you think that Chinese arc responsible for the delay (see your telegram No. 79 of the 12th instant).

ČUSTOM-HOUSES on Russian frontier of Manchuria. Ascertain whether Russian Government has come to a settlement with China on this question.
Point out that great importance is attached by His Majesty's Government to their being opened as soon as possible; discrimination against imports entering at Newchwang is source of serious complaint to British merchants.
United States' Government have instructed their Representative at St. Petersburgh to make representations in a similar sense, and you should cousequently inform him of any action you may take.
